Policy Support

The Association of Municipal Administrators, Nova Scotia (AMANS) takes a collaborative approach to policy development by working closely with the Nova Scotia Federation of Municipalities (NSFM) and the Department of Municipal Affairs and Housing (DMAH). AMANS has been increasingly called upon by the Government of Nova Scotia and NSFM to provide support in policy development impacting local governments in Nova Scotia.

AMANS policy support is well positioned as an advisor and educator to our members and partners. It is non-political nor partisan and provides municipal administrators with an engaged and constructive voice at tables where new policy initiatives are being considered.

AMANS policy support aims to establish functional working relations with other government administrators while reinforcing the value of AMANS members as the "municipal experts". AMANS' approach to government relations is clear, straightforward, and simple. AMANS values building and fostering productive, collaborative government relations.

Policy Priorities

When AMANS is approached to pursue policy issues, it considers the following points before taking on a project:

  • Does it align with AMANS strategic goals and priorities?
  • Does it go against an NSFM position?
  • Is it a political issue?
  • Is it relevant?
  • Does it warrant greater attention?
  • Is there another organization better suited to assist with the issue?
  • Does the effort required to undertake an issue match the benefit of the potential outcome for our members?
  • Does the membership support this?
  • What are the chances for success?
  • Do we have the resources? (Staff, financial, volunteer, etc.)

Policy Projects

Examples of policy projects and committees that AMANS supports include:

  • Code of Conduct Working Group
  • Municipal Elections Review Act Committee
  • Service Exchange Renegotiation and Municipal Government Act Review Committee
  • Gas Tax / Canada Community-Building Fund Formula Review Committee
  • Financial Management Capacity Building Committee
